“All Haulers” mandatory recycling ordinance?

The current mandatory recycling ordinance in Beverly (see below) applies only to the city-paid hauling contractor and the businesses and households (dwellings with 6 or fewer units) that participate in the city-sponsored waste removal and recycling program.

An effort is underway now to explore the possibility of joining many other Massachusetts cities and towns in implementing an “all haulers” mandatory recycling ordinance that will apply to ALL businesses and residences in the city, and all haulers that operate in the city.  Such ordinances require not only that sorting and recycling be done throughout the city, but that haulers charge one bundled price for both trash and recycling collection, disposal, and processing (as opposed to charging an additional fee for recycling).
